Cedar Mill Little League Draft Policy

CMLL Draft Policy

The following draft / team formation process applies to AAA Ball, Minors, and Majors. It may additionally be applied to 50/70 if CMLL decides to host a 50 / 70 division.

Tee Ball, A Ball, and AA Ball team formation is completed through Assignment to the coaches based on parental requests, school affiliations, schedule considerations, or random selection. These teams are formed by the Player Agent(s).

All CMLL registered players at AAA Ball and above will be drafted to a team or assigned to a team. No player will be left "undrafted" once the team formation process concludes. Players that request AAA Ball, but are not drafted, are offered spots in the AA Ball Division.

The draft is moderated and presided over by the Player Agent(s) (or a Board officer in their place, as directed by the President). The decisions of the Player Agent(s) are final. Draft rules are in accordance with the Little League Operating Manual. The CMLL draft process falls under First Option – Plan A. Because CMLL does not currently use the legacy team format, draft order will be determined by the Player Agent(s). The Player Agent(s) will analyze each team and its Protected players. The team with the lowest evaluated protected players will pick first in the draft, followed by the team with the second lowest evaluated players.

The draft will be conducted using the "snake" selection method where the team drafting last in Round 1 will draft first in Round 2 with the draft order reversing back to the top. The draft order will be communicated by the player agent and revealed at the beginning of the draft.

In the event there is a disagreement between the Player Agent(s) and coaches on how teams are slotted for the draft order, CMLL will implement Third Option – Plan C/ Blind Draft Model. In the event Draft Model C is used, team coaches will automatically have their protected players assigned to the team as described below, and the team names will be pulled from the container to determine draft order at random.

 

DRAFT DEFINITIONS:

PROTECTED PLAYERS are all named coaches' children (up to two named coaches per team i.e. Manager and 1 Assistant coach) The evaluations will be used to place the children of managers, and coaches onto the draft board. Any child (regardless of league age) of a manager or coach who is ranked among the x-highest ranked players (where x is the number of teams in a division) will be assigned to their team as a first-round selection. For example, if there are 6 teams in AAA, the 6 highest-ranked players in that division will be considered first-round selections for the purpose of placing the children of managers and coaches. That process continues for every round throughout the draft. The next x number of players would be considered second-rounders, etc.

DRAFT ATTENDANCE - The, Player Agent(s), and other necessary board members may attend the draft. Players, parents and non-approved league coaches may not attend the draft process at any time. No team may bring more than two coaches the draft.

CONFIDENTIALITY - The Draft is kept completely confidential, including Skills Evaluation results and player draft order. Each individual attending the draft is responsible for maintaining confidentiality of the draft and draft materials. Violation of this rule by a Manager is cause for Suspension of the Manager; Violation by the Player Agent or other attendees will result in a penalty determined by the remaining Board members.

PLAYER NOTIFICATION - When the draft is complete and the Player Agent(s) has finalized the rosters, all managers will be notified that they may contact the players on their respective rosters. Do not contact any drafted player until you are authorized in writing by the Player Agent(s). Violation of this rule is cause for suspension of the Manager.

DRAFT POOL - The Draft Pools are established by the Player Agent and Player Development Agent.  Pursuant to Little League Rules, all players League Age 12 will be included in the Majors draft pool and must be selected for a Majors roster unless a Petition to Play Down is received from the Player’s parents and accepted by the Player Agent(s) or a Player’s participation in the Majors Division is judged to be potentially harmful to themselves or other players (as determined by the unanimous agreement of the Division Managers and with the concurrence of the Player Agent(s), the Board, and the District 4 Administrator).To be eligible for the draft in either AAA Ball, Minors, or Majors a player must attend the evaluation and be properly registered.

DRAFT POOL CANDIDATES - A list containing all candidates for the division draft, along with their player number, name, School attending, and Little League age will be provided to all managers prior to the commencement of the draft.

PLAYER OPTIONS - Little League rules allow for Player Option arrangements to be made with the Player Agent(s) for specific circumstances including:

  • DRAFTING SIBLINGS - once one sibling is drafted, the Manager must slot the other sibling at on their draft board. The Player Agent(s) will notify all Managers of the parents’ preference prior to the draft.
  • TRADES - are not permitted before or during the draft. Post draft trades must happen within 24 hours of the draft. Trade approval must be consensual between coaches. Approval of the trade must be verified and approved by the board.  

DRAFT PROCESS:  

The snake draft process will be used for each Division, in the following order: Majors, then Minors, then AAA Ball. If a player is not drafted at the Majors level, they will be entered into the draft pool for the Minors level. If a player is not drafted at the Minors level, they will be entered into the draft pool for the AAA Ball level.  Players that are not drafted at the AAA Ball level are offered spots in the AA Ball Division.

The Player Agent will call the Draft to order.

If the draft order has not been determined, a drawing will determine the order.

All available candidates will be made available for viewing, either on paper or projected on a screen, or both.

The first team with a draft pick will have 60 seconds to make that selection. The period to make the selection will start when the Player Agent(s) states, "(team name), you are now on the clock."

If no selection has been made with 15 seconds remaining, the Player Agent(s) will announce the time remaining in the selection, announcing again at the five-second mark.

Teams with two consecutive selections may not combine the 60 second time limits.

Teams make their selections by announcing the name of the player. After a selection has been made, the Player Agent(s) will repeat back the name to ensure accuracy.

Each following selection will have the same 60 second time limit.

All teams must select a player in every round and maintain a full roster at all times during the season.
